The ranks of Cobra Vipers originally consisted mostly of mercenaries and criminals. Twenty mercenaries were selected for the painful series of injections and the ones who did not die from their pain were turned into super soldiers. Each subject was injected with 1000 mL of nanomite solution which left a scar in the shape of a small cobra's head. After injection, specially designed nanomites would rewire the subject's central nervous system putting the subject under the absolute control of the Doctor. After the nanomite procedure was perfected, Cobra used kidnapped soldiers from around the world to form their corps of Neo-Vipers.
